Could not create case for business partner

Diagnosis
The case could not be created for the business partner.
System Response
A case can only be created for business partners who have already been screened. Screening is performed automatically during the transfer to the GTS system, provided the SPL screening service is active. The SPL service was not active when this business partner was transferred. Check your Customizing settings. Save the results of SPL screening without a case for the affected business partner and then start the application again. You can then create a case.
