Duty type &1 &3 is inactive; condition &2 &4 is not fulfilled

Diagnosis
The system set the duty type to inactive because the exception condition has not been fulfilled.
System Response
For an inactive duty type, no more fields are ready for input. In addition, existing information such as the amount in the customs currency is reset.
