Diagnosis

Since the customs shipment, customs declaration, or excise duty transaction is blocked by another user, the corresponding reply message cannot be generated automatically. The block was probably caused by a transaction being edited.

Procedure

To remove the block on the customs shipment, customs declaration, or excise duty transaction, ask the blocking user (if it is not you) to switch to display mode or otherwise exit the change transaction.

Alternatively, you can use transaction BD87 to trigger processing of the IDoc again at a later time.
