Country/territory of origin in footnote not defined as measure scheme

Diagnosis
Storage for footnotes has changed as of Release 10.1 of SAP Global Trade Services. One of the following conditions apply:
1) Your data provider has changed the XML files to comply with the current interface description.
2) The country or territory of origin of the footnote (for example, 'EU' for European footnotes or 'DE' for national, German footnotes) is not defined as a measure scheme in Customizing.
System Response
Program termination.
