Diagnosis
If you want to assign quantities at product level, it must be possible to maintain multiple products in the license.
Procedure
Configure the license type to allow maintenance of multiple products for each license, or enter the value "Maximum Quantity for Overall License" in the "Quantity Assignment Level" field.
