Diagnosis
An import/export license has been assigned to the item manually for the import/export license type and this assignment can no longer be modified. However, the item quantity is greater than the quantity specified during the assignment. Since the import/export license type allows only one import/export license for each import/export license type, the check for this import/export license type is negative.
