Invalid parent during creation of a location or a handling unit

Diagnosis
An inadmissible parent has been specified during the creation of a location or handling unit.
To create a location, a parent location must be specified or the TOP_LEVEL field set. The TOP_LEVEL field must be set if the uppermost location of a new hierarchy is to be created.
To create a handling unit, a parent location or (in the case of nested HUs) a parent handling unit must be specified. Handling units cannot be created at the uppermost hierarchy level.
