Diagnosis
A consumer requested an operation on an existing GSDO without specifying the SAP system alias at which the object was originated. (The field id-scheme_agency_id is initial.)
The system will continue using the customized routing logic to determine the relevant SAP system alias (pointing to the GSDO's source SAP system).
