Diagnosis
The entered usage probability of % is less than the permitted threshold value minimum usage probability; this threshold represents the smallest permitted value for the obligation to recognize as a liability.
System Response
Because the threshold value has not been reached, there is a prohibition to carry a liability, which means that the system does not set up a reserve risk provision position, or that the reserve risk provision position for a source system contract is reset to 0 (zero).

Procedure
To set up or retain a provision position, the usage probability must be higher than the minimum usage probability.
