Diagnosis
You are trying either to define a parallel unit of measure for a material or to reset the definition despite the fact that stocks exist for the material.
System Response
You can only make this type of change providing the material is without stock.
Procedure
Use transaction MMBE to check which stocks exist (plant, storage location, batch stock, special stocks, historical stocks). If necessary, book these out. You can then make the required change and book the stock back in if you need to.
