Automatically load all GM account assignments for budgeting.
Use
When the flag is on, the named user can see all GM account assignments involved in the transaction; if the flag is off, the transaction is empty of GM account assignments and the named user can load some or all of the assignments using the loading options inside the transaction.
If there are performance issues, the flag should be off and users can request the objects during the transaction process.
