Definition
The reference budgets refer to the current budget (original budget + supplements - returns +/- transfers). Releases cannot be combined with the other budget types to achieve the target original budget. For example, if you select the current budget, the parts of the current budget (original budget, supplements, returns, transfers), but not the releases, are combined in the target original budget.
